רוב תושבי הרובע מכירים את ארלוזורוב כציר רוחב מרכזי שנוסעים בו, ובשנים האחרונות בעיקר כרחוב שסגור בגלל עבודות. אבל התוכנית שאושרה לרחוב חורגת בהרבה מהנחת מסילה.

המטרה המוצהרת היא להפוך אותו לרחוב שהולכים בו.

מה כוללת התוכנית

תוכנית ההתחדשות של ארלוזורוב מתייחסת לרחוב כמכלול: לא רק לתוואי הרכבת, אלא גם למרחב הציבורי סביבו ולזכויות הבנייה לאורכו.

איך מרחיבים רחוב קיים

כאן נמצא החלק שנוגע ישירות לבעלי הדירות לאורך הרחוב. כדי להרחיב את זכות הדרך, התוכנית מורה על הפקעת המרווחים הקדמיים בתחום המגרשים, כלומר שטחי הגינות שבחזית הבניינים.

השטח שמתפנה מיועד למדרכות רחבות יותר ולשבילי אופניים לצד המסילה. במקטע המזרחי של הרחוב נקבעו גם שלושה שבילים נוספים להולכי רגל ולרוכבי אופניים, שיקשרו בין הרחובות העורפיים לארלוזורוב.

קומות העמודים הופכות לחזית מסחרית

זה אולי השינוי המשמעותי ביותר לחוויית ההליכה ברחוב. בניינים רבים בארלוזורוב בנויים על קומת עמודים, כלומר מפלס הקרקע פתוח ומשמש לחניה. התוכנית מייעדת את המפלס הזה לשימוש מסחרי.

רחוב עם חזית מסחרית פעילה מתפקד אחרת לגמרי מרחוב שבו מפלס הקרקע הוא חניון פתוח.

יו״ר הוועדה המחוזית לתכנון ובנייה תל אביב תיאר את התוצאה המבוקשת כרחוב עם מרחב ציבורי נדיב, נטול גדרות, עם עדיפות לתנועת הולכי רגל ולמשתמשי הרכבת הקלה.

המחיר: העצים

לצד היתרונות יש גם התנגדויות. תושבים באזור פנו לעירייה בבקשה לבחון עצירת כריתת עצים בעקבות עבודות הרכבת הקלה ברחוב.

תגובת העירייה. סגנית ראש העירייה מסרה בתשובה כי קיימת ערנות בנושא העצים וקשב לתושבים, וכי נעשה מאמץ למצוא פתרון שימנע כריתת עצים נוספים לצד מתווה מאוזן שישלב הולכי רגל, רוכבי אופניים ומשתמשי תחבורה ציבורית ברחוב העתידי.
למה זה משנה למי שקונה באזור. תחנת רכבת קלה משפיעה על ערך נכס, אבל היא לא לבד. רחוב עם מדרכות רחבות, בתי קפה במפלס הקרקע ופחות תנועת רכב פרטי משנה את אופי המגורים בו. מי שבוחן דירה לאורך ארלוזורוב או ברחובות העורפיים כדאי שיבדוק גם את התוכנית הזו, ולא רק את מיקום התחנה.

Most residents of the district know Arlozorov as a central cross-town route they drive along, and in recent years mainly as a street closed off for construction. But the plan approved for the street goes well beyond laying a track.

The stated goal is to turn it into a street people walk along.

What the plan includes

The Arlozorov renewal plan treats the street as a whole: not only the rail route, but also the public space around it and the building rights along it.

How you widen an existing street

Here is the part that touches apartment owners along the street directly. To widen the right of way, the plan calls for expropriating the front setbacks within the plots, meaning the garden strips in front of the buildings.

The space that is freed up is designated for wider sidewalks and for bike lanes beside the track. In the eastern segment of the street, three additional paths for pedestrians and cyclists were also set, linking the back streets to Arlozorov.

The open ground floors become a retail frontage

This may be the most significant change to the experience of walking along the street. Many buildings on Arlozorov are built on pilotis (an open ground floor), meaning the ground level is open and used for parking. The plan designates this level for commercial use.

A street with an active retail frontage functions entirely differently from a street where the ground level is an open car park.

The chair of the Tel Aviv District Planning and Building Committee described the desired outcome as a street with generous public space, free of fences, with priority for pedestrian movement and light rail users.

The cost: the trees

Alongside the benefits there are also objections. Residents in the area approached the municipality asking it to consider halting the felling of trees caused by the light rail work on the street.

The municipality's response. The deputy mayor replied that there is awareness on the matter of the trees and attentiveness to residents, and that an effort is being made to find a solution that will prevent the felling of additional trees, alongside a balanced layout that combines pedestrians, cyclists and public transit users in the future street.
Why this matters to anyone buying in the area. A light rail station affects property value, but it does not act alone. A street with wide sidewalks, cafes at street level and less private car traffic changes what it is like to live there. Anyone considering an apartment along Arlozorov or in the back streets would do well to look at this plan too, and not only at the location of the station.
