מי שעבר ברחוב דפנה בעשור האחרון ראה שיכוני רכבת ישנים משנות החמישים, נמוכים ומוזנחים, בלב אחד האזורים היקרים בישראל. התמונה הזו התחילה להשתנות.
מתחם דפנה־ארלוזורוב תחום בין ארלוזורוב מצפון, דרך נמיר ממזרח, שאול המלך מדרום ודפנה והנרייטה סולד ממערב. הוא נמצא בתוך רובע 4, והוא אחד ממתחמי הפינוי־בינוי הוותיקים בעיר.
למה זה לקח כל כך הרבה זמן
התהליך התחיל ב־2006, כשחברת נווה גד, כיום גב־ים מגורים, החלה להחתים דיירים ב־21 שיכוני רכבת שכללו כ־471 דירות. בדצמבר 2008 הכריזה המדינה רשמית על השטח כמתחם פינוי־בינוי.
ומשם התחילו העיכובים. עשור נוסף עבר עד אישור התב״ע, ולאורך הדרך נוספו מחלוקות בין דיירים והליכים משפטיים. רק במרץ 2025 נערך טקס הריסת הבניינים הראשונים.

המתחם מחולק לשישה מתחמי משנה, וכל אחד מתקדם בקצב שלו עם יזמים שונים.
פרויקט ARTO, שמקדמות תדהר ונווה, הוא הראשון שיצא לביצוע. במקום 76 דירות בשלושה שיכוני רכבת ייבנו 231 דירות חדשות בשני מבנים: מגדל בן 29 קומות ולצדו בניין בן 6 קומות.
מתחם דפנה 504, של צמח המרמן ואזורים, כולל 201 דירות במגדל בן 25 קומות עם מבנה מרקמי בן 6 קומות מעל קומת מסחר ומבנה ציבור. התכנון האדריכלי של קיקה ברא״ז.
השיווק כבר התחיל
גב־ים ותדהר דיווחו כי עד תום המחצית הראשונה של 2026 נמכרו 47 דירות בפרויקט, בתמורה כוללת של כ־203 מיליון שקל (ללא מע״מ). זהו סימן לתחילת המימוש בפועל, אחרי שני עשורים של תכנון והליכים.
יתר הדירות מיועדות לבעלי הזכויות המקוריים, כלומר לדיירים שפונו, וחלקן להשכרה.
Anyone who passed along Dafna Street in the past decade saw old railway housing blocks from the 1950s, low-rise and neglected, in the heart of one of the most expensive areas in Israel. That picture has begun to change.
The Dafna-Arlozorov complex is bounded by Arlozorov to the north, Namir Road to the east, Shaul HaMelech to the south, and Dafna and Henrietta Szold to the west. It sits within District 4, and it is one of the oldest urban renewal sites in the city.
Why it took so long
The process began in 2006, when Neve Gad, today Gav-Yam Living, started signing up residents across 21 railway housing blocks that held roughly 471 apartments. In December 2008 the state officially declared the area a demolition and reconstruction site.
And from there the delays began. Another decade passed until the zoning plan was approved, and along the way came disputes among residents and legal proceedings. Only in March 2025 was the ceremony held to demolish the first buildings.

What is actually being built there
The complex is divided into six sub-complexes, and each advances at its own pace with different developers.
The ARTO project, led by Tidhar and Neve, is the first to reach construction. In place of 76 apartments in three railway housing blocks, 231 new apartments will be built in two structures: a 29-story tower and a 6-story building beside it.
The Dafna 504 complex, by Tzemach Hammerman and Azorim, includes 201 apartments in a 25-story tower with a 6-story mid-rise building above a retail floor and a public building. Architectural design by Kika Braaz.
Sales have already begun
Gav-Yam and Tidhar reported that by the end of the first half of 2026, 47 apartments in the project had been sold, for a total of roughly 203 million shekels (before VAT). This is a sign that actual realization is beginning, after two decades of planning and proceedings.
The remaining apartments are intended for the original rights holders, meaning the residents who were relocated, and some for rental.
